Inside Control Panel look for (Date, Time, Language, and Regional)
Click in Regional and Language Option
On the top click in Advanced
Look for Traditional Chinese Big5.
Make sure you click on the box at the left then apply the setting
Restart your computer and your computer just learned to read Traditional Chinese
